European Commission President Jean-Claude Juncker voiced concern on Sunday about the future of Europe's open border system.

European Union (EU) ministers earlier agreed on a plan to relocate 40,000 refugees from Italy and Greece at an emergency meeting. The Justice and Home Affairs Council on migration on Monday said EU ministers adopted a decision establishing provisional measures in the area of international protection for the benefit of Italy and Greece.
