The Economic Community of West African States (ECOWAS) is a regional group of fifteen West African countries. Founded on 28 May 1975, with the signing of the Treaty of Lagos, its mission is to promote economic integration across the region. Considered one of the pillars of the African Economic Community, the organization was founded in order to achieve collective self-sufficiency for its member states by creating a single large trading bloc through an economic and trading union. It also serves as a peacekeeping force in the region. The organization operates officially in three co-equal languages French, English, and Portuguese.

Job Description

Under the supervision of the Principal Programme Officer, the Financial Sector Officer shall provide support for the other experts in evaluating the financial sector.
He/she shall also ensure the link with the relevant regulatory and supervisory institutions in Member States for the achievement of GIABA?s objectives.
Duties and Responsibilities

Ensure the analysis of guidelines, documents, reports and other financial policy instruments.
Participate in the assessment of techncial assistance needs of GIABA Member States;
Participate in GIABA?s Mutual Evaluation exercises;
Ensure the drafting of reports related to the evaluation of the financial sector;
Ensure training and other capacity building measures;
Ensure the compliance with AML/CFT measures;
Contribute to the development of the financial sector policy in accordance with FATF Sstandards;

Provide technical assistance to Member States, in collaboration with the other experts at the Secretariat;
Ensure permanent consistency of actions and activities implemented in line with the specific targets of the Division and the general objectives of the Institution;


Qualifications/Experience/Skills

Educational Qualification:

A Bachelor's degree in Finance, Economics, Law or Social Science or any other related field.
Experience:

A minimum of (5) years proven experience in the pertinent areas at national or international level.
A post-graduate degree will reduce the number of years experience to three (3) years.
Experience with a regional or international organisation is desirable;
Working experience in the public sector would be an added advantage.
Competencies (Skills, Knowledge and Abilities):

Knowledge of or familiarity with measures against economic and financial crimes, including money laundering, and financing of terrorism;
Sound knowledge of AML/CFT issues;

Job Description

Appointed as staff member of the Financial Controller?s Office, the Principal Controller will discharge his/her functions under the supervision of the Financial Controller.

Duties and Responsibilities
The responsibilities of the Principal Controller are as follows:

Compliance with decisions, regulations and other texts of the Community: The Principal Controller ensures strict compliance with the Financial Regulations, the Manual of Accounting and Financial Procedures, the Staff Regulations and other ECOWAS texts.
He/she also ensures proper application of the quarterly exchange rates published by the ECOWAS Bank for Investment and Development (EBID).
He/she participates in the revision of the ECOWAS Financial Regulations and Manual of Accounting Procedures, and the establishment of internal management procedures within the Community Institutions, Specialized Agencies and other offices of the Community.
Advisory functions: The Principal Controller advises the Financial Controller on all major aspects of budgetary and financial control of the institution or agency. He/she makes proposals for the improvement of administrative, financial and accounting procedures and systems, financial management and budget processes of the Institutions/Agencies. Makes observations and recommendations on any financial and budgetary transactions he/she deems necessary.
Reporting functions: Ensures the submission of each Controller?s monthly reports on the budgetary and financial transactions of the institution or agency to the Financial Controller in line with the ECOWAS Financial Controller?s Manual.
Vets all endorsements made by the various Controllers; and ensures that they are in line with the Financial Regulations;
Assists the Financial Controllers in the evaluation of the performance of Controllers and advises on their postings to the various Institutions.
Other duties:

Carries out any assignment at the request of his/her immediate boss and any other assignment as stipulated in the ECOWAS Financial Controller?s Manual.
Qualifications/Experience/Skills
Qualification and Experience:

Bachelor's Degree in one of the following disciplines: Accounting, Business Management, Auditing, Finance, Economics or a professional qualification in Accounting;
A minimum of ten (10) years working experience out of which two years must be in a supervisory position, in Accounting or Auditing or Financial Management, preferably in both public and private sectors and in a multicultural environment.
A higher qualification will reduce the required number of years working experience by two years (2).
Experience working with or within an international or multilateral institution will be an advantage.
Fluency, both oral and written, in any one of English, French or Portuguese and a good knowledge of either one of the other languages.
Good knowledge and practical use of Microsoft Suite.

Job Description

The Principal program Officer, Conventional Energies Division shall be based at the ECOWAS Commission in Abuja.
He/She shall work in the Directorate of Energy under the direct supervision of the Director, Energy.
He/She shall be responsible for the implementation of all the activities of Conventional Energies Division, under the coordination of the Director.
Duties and Responsibilities
The Principal program Officer Conventional Energies will be responsible for the formulation and implementation of day-to-day activities of the ECOWAS Conventional Energy Program, which covers the following broad areas:

Assisting Member States to define national Energy resources development scheme and to enhance regional production capacities
Formulate and implement Regional projects and programmes in the Power Sector, the Oil and Gas Sector.
Centralize and oversee the implementation of the West African Power Pool projects.
Coordinate and monitor the development of the Regional Oil and Gas sector, particularly the West African Gas Pipeline operation.
Coordinate the implementation of the regional programmes, projects and activities for the regional the electricity sector regulation.
Ensure coordination with regional financing mechanisms and partners, and Oversee donor coordination mechanisms in the conventional energies sector.

The Regional Energy Regulator.
The West Africa Gas Pipeline.
The West Africa Power Pool.
Perform any other related tasks that may be assigned by the Director, Energy Department.
Qualifications/Experience/Skills
Qualifications:

A Bachelor's degree in power Engineering, Petroleum Engineering, Mechanical or Electrical Engineering from a reputable institution.
A postgraduate degree in economics, management or finance will be an advantage
Experience:

10 years post qualification professional experience (including 2 years supervisory experience in a permanent or acting capacity), in the energy sector working either directly in Ministries, energy institutions, or in an international agency;
A higher degree will reduce the required number of years of experience to eight (8) years;
A career track record showing contribution and interaction with senior policy makers in the energy field.
Exposure to energy sector challenges across multiple countries.

A national of an ECOWAS Member State.
Competencies:

A Sound knowledge and experience in the planning, preparation and coordination of Energy Programs and projects at national and regional levels.
Deep technical expertise either in Energy Policy, Strategy and Institutions.
Experience in preparation and Management of donor-funded projects and working with development partners will be an advantage.
Ability to work in a team and establish good team spirit in a multi-national environment.
Leadership skills and ability to work in a multicultural team.

Background

The International Ship and Port Facility Security (ISPS) Code is an amendment to the Safety of Life at Sea (SOLAS) Convention (1974/1988) on minimum security arrangements for ships, ports and government agencies. Having come into force in 2004, it prescribes responsibilities to governments, shipping companies, shipboard personnel, and port/facility personnel to "detect security threats and take preventive measures against security incidents affecting ships or port facilities used in international trade."
ECOWAS Member states are interested in improving maritime security on ship and port facilities at a level which will be acceptable by the currently applied international standards. For this purpose, ECOWAS seeks to engage the Services of an Individual Consultant for the need assessment study for capacity building of Member States regarding the implementation of the ISPS Code.
The overall objective of this study is to evaluate the level of the adoption of the ISPS Code and to further elaborate the necessary plans for its implementation within the region of ECOWAS Member States and particularly the coastal member States of Nigeria, Benin, Togo, Ghana and Cote d?Ivoire, Liberia, Cape Verde, Sierra Leone, The Gambia, Guinea Conakry and Guinea Bissau.

Duties and Responsibilities of the Consultant
Within the above context, the results to be achieved by the consultant are as follows:

Review of the current level of application of ISPS code within the ECOWAS region;
Identification of associated gaps and shortfalls regarding their current position of implementation of the ISPS Code;
Elaboration of a capacity building strategy for the concerned Member States and of a plan of progressive implementation;
Development of a concise capacity building plan, in terms of investment required (specify required equipment to comply with international standards) and operational interventions (procedures, staffing plan) at all levels (public sector, private sector, ports, shipping vessels);
Training needs plan for the countries concerned; and
Estimate needed funds for implementation.

Requirements

The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interest in providing these services. The interested Consultant must provide all information supporting their qualification to perform the service The qualifications of the Consultant should include, among others:

Minimum of Master?s degree in Maritime and Port security or equivalent.
Minimum 15 years of general professional experience.
Minimum 10 years of professional experience in the area of maritime security (ship and port facilities).
Must be familiar with the ISPS Code.
Have proven experience in at least two implementation projects regarding the ISPS Code in both areas of ship and port facilities.
Fluent in English or French (working knowledge of both languages is an advantage).
Experience in the region would be highly desired. (Kindly attach detailed Curriculum Vitae that highlights the above).
