The project officer will be responsible for supporting activities in the intervention communities of ECHO program. S/He will be  responsible for supporting the implementation of strategic, impactful, and high-quality programming. The project officer will report to the Program Coordinator and work collaboratively with fellow program staff.

S/he will work extensively with other sectors to ensure that all program activities are implemented successfully and timely.

REQUIRED SKILLS AND EXPERIENCE:

1.       BA/S in relevant field required; MA/MS/MBA or equivalent preferred.
2.       3 years of experience working on the development, implementation, administration and compliance of a field-based international development or humanitarian program; general program management experience required.
3.       Prior experience implementing distributions is required, preferably in a non-camp setting. Experience with cash distributions strongly preferred.
4.       Experience working with multiple stakeholders to identify beneficiaries according to criteria required.

WatSan Officer

The WatSan Officer is responsible for both the soft and hardware components of the water and sanitation infrastructure activities of the ECHO program in targeted implementation area. The Watsan officer will assist in supervision of the all works related to implementing infrastructure improvement; and provide input on monitoring and evaluation of the project.

REQUIRED SKILLS AND EXPERIENCE:

BA/S or higher in Environmental Engineering, Civil Engineering or other  relevant background and/or relevant experience in water and sanitation that related to slum upgrading program
3-4+ years in community based water and sanitation project preferably  in  urban context
Fluency in both verbal and written English highly preferred.
Multi-tasking, coordination, organization, prioritization skills essential.
Highly-developed computers skills, with strong familiarity with MS Office, Power point, Outlook, Excel, Word, and infrastructure design software

Finance Officer

Stationed in Adamawa under the umbrella of the humanitarian response, the Finance Officer under the direction of the Senior Finance Officer in Gombe and with technical assistance from the finance department in Abuja, will assist in the processing and recording of payment transactions in timely and accurate manner as well as provide financial review and support to the programs. This position requires extensive travel to the field locations in Adamawa state.

For the finance specific role, the Finance Department is responsible for all financial functions including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps? internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

REQUIRED SKILLS AND EXPERIENCE:

Three or more years of bookkeeping, accounting and finance. Experience in development sector is desirable.
A degree in accounting or a relevant business field is desirable.
Strong computer skills in MS Office programs, particularly Excel is a must.
Accuracy in the processing of cash transactions, mathematical aptitude and attention to detail

Security Officer

The Security Officer will focus on the protection and well-being of Mercy Corps International and National personnel who work under circumstances that are frequently difficult, dangerous and sometimes life-threatening as well as ensure all reasonable steps are taken to safeguard Mercy Corps? assets and operations.

REQUIRED SKILLS AND EXPERIENCE:

1.       Develop, disseminate and regularly update written Security Plan and tools (this includes information pertinent to the area of operations such as detailed threat assessment, standard operating procedures (personnel movement & transport, office, warehouse, landmines and UXO, telecommunications, incident report sheets, etc.), asset protection, contingency plans for incidents, emergency evacuations policy, etc.).
2.       On-going monitoring of the political, social, economic and military situation, identifying trends relevant to the security situation.
3.       Lead safety and security assessments.
4.       Coordinate with other team members to ensure staff knows how to identify health risks, how to protect against illness, injury and stress, and how to obtain proper support or medical treatment.
5.       Ensure that all individuals understand personal responsibilities for their own safety.
6.       Ensure operational plans and budgets reflect responsibilities for staff management, training, support, security and well-being.
7.       Advise on technical areas of operation (i.e., Finance Manager on cash withdrawal/ deposit and payroll procedures; Transport/Fleet manager on seat belt policy, defensive driving, etc.)
8.       Represent Mercy Corps and coordinate amongst all actors (state, military, UN, NGO, etc.) on all matters pertaining to safety and security. Share security-related information with other members of the humanitarian community.
9.       Set clear standards for security and develop an individual and collective sense of security and safety awareness and responsibility.
10.    Create a positive security profile and ensure that security planning becomes an integral part of day-to-day operations.
11.    Monitor that all staff follow appropriate security and safety precautions and procedures and never risk their lives to protect Mercy Corps property. Clearly articulate consequences of not doing so.
12.    Coordinate staff briefing and appropriate training in safety and security procedures.
13.    Organize regular security meetings and provide an opportunity for team members to voice security-related concerns.
14.    Record and report immediately all significant threats to staff and security, and all security and safety incidents to national and regional offices.
15.    Work with staff to ensure appropriate steps are taken to safeguard office premises, equipment and residential property.
16.    Advise on site selection for office building/ logistical/ residential accommodation.
17.    Assist in developing guidelines for staff when travelling.

The Driver will work within the Logistics department of Operational Support structure, committed to provide reliable and compliant support to program activities in order to achieve efficient service to program beneficiaries.

The driver will provide safe, transport services for MC program and support staff in Adamawa. The driver will adhere to all traffic and MC safety rules and follow the transport guidelines required by the MC transport department.

ESSENTIAL JOB FUNCTIONS:

1. Operate MC vehicles as assigned by supervisor;
2. Maintain vehicle log-sheets in accordance with MC policies/regulations;
3. Check the vehicle conditions after each trip/routinely
4. Adhere to all safety and communication protocols as advised by Mercy Corps and supervisor;
5. Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.;
6. Keep the vehicle ready, clean and on standby ? ready for  use at all times;
7. Assist, as required, with logistics in the office and guesthouse daily workloads;
8. Cooperate and be of assistance to staff and visitors
9. Report all maintenance needs of the vehicle to transport management on a regular basis;
10. Undertake field assignments as assigned;
11. Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
12. Other duties as assigned.

KNOWLEDGE AND EXPERIENCE:

Valid drivers license and experience driving 4x4 vehicles.
Must demonstrate knowledge and application of all safety and traffic rules.
Basic understanding of English and fluency in Hausa.
Knowledge of routes, duty stations, project areas, the NGO and diplomatic community is required.
