Purpose of the Position

The World Health Organization (WHO) Country Office of Nigeria entered into a funding arrangement with the European Union (EU) whereby, for a period of three years (April 2017 through March 2020), WHO will support the project titled: ‘Strengthening the Nigerian Health System towards achieving Universal Health Coverage’.
The project focuses on improving the health situation in Nigeria, through improved data analysis and information dissemination capabilities, health expenditure estimation, reduction in financial barriers to health care at the federal level in selected states.
Description of Duties
Under the overall Guidance of the WHO Country Representative, and direct supervision of the Health Systems Adviser at the WHO Country Office in Abuja, the incumbent will carry out the following duties:

Collaborate with the state authorities in strengthening state-level Health Information and Health Financing functions including:

Support the Ministry of Health to develop a harmonized data quality process
Support for coordination of actors in health information through the relevant technical working group in the selected states
Support the building of capacity of the State Ministry of Health research and statistics division and the state Monitoring and Evaluation/Health Information System (M&E/HIS) units on the analysis of health information, both from routine systems and from surveys
Support to the Government for monitoring of the level of coverage of risk protection schemes at various levels of the health system
Support to the Government to conduct annual health accounts estimation as well as other expenditure tracking processes
Analyze information from these processes in 5 above alongside health outcomes data to assess efficiency of health spending
Contribute towards WHO and EU’s visibility
Assigned duties:

Coordinate project activities and facilitate opportunities for timely results attainment
Liaise with the health sector leadership and appropriate stakeholders to resolve implementation bottlenecks
Coordinate state Partners to facilitate synergy and maximize resources use for HSS initiatives
Technical assistance to State in implementation of health information and health financing activities
Technical assistance to the states for the development of Operational plan for implementation of the State Strategic Health Development Plan (SSHDP) II
Support the documentation and sharing of lessons learned from the implementation of project’s initiatives at various platforms at state levels
Produce and disseminate technical briefs on products
Contribute to WCO and state HSS key activities ensuring improvement of health information system and health financing within a holistic health system:

Assigned duties:
Participate in key federal level HSS planning and monitoring activities to ensure incorporation of Health information and health financing.
Participate in WCO and specific HSS cluster planning and monitoring activities ensuring linkage of Health Information and Health Finance structures to overall health sector structures.
Effective and timely delivery of WHO Country Office Key Performance Indictors (KPIs) including ePMDS, travel request, travel claims, activity reports, HSS Project Multiyear Plan implementation monthly report (with special focus on federal and state-level health workforce information system).
Required Qualifications
Education:

Essential: University degree in Medicine, Public Health, Social Science or Economics.
Desirable: Advanced university diploma or degree in health systems management, public health or other related area is an added advantage.
Experience:

Minimum 2 years' experience in policy, planning, managing or developing health systems including M&E, health financing and HRH - Essential
Demonstrable knowledge and understanding of the Nigerian health system including health  information system management and health financing - Essential
Desirable: Previous experience in WHO, UN or other international organizations.
Use of language skills:

Essential: Proficiency in written and spoken English
Specific skills required:

Technical expertise in planning, monitoring and evaluating health systems especially health workforce management and development.
Demonstrated ability to work effectively with the Ministry of Health and with a wide variety of stakeholders at state level

Purpose of the Position
In the context of the WHO Health Emergencies Programme,, the incumbent will coordinate the creation, implementation and development of the strategic response plans as well as the WHO operational plan, outlining the activities and resources (staffing, equipment, funding) required for WHO to perform its role as the lead technical agency in health emergencies, and more specifically as the leader of the Health Cluster in humanitarian emergencies and outbreaks. This includes coordination of strategic evaluation, analysis and dissemination of relevant information for the effective operational and strategic management throughout the full cycle of the emergency. The incumbent will be deployed to emergency operations when required.

Job Descriptions
Objectives of the Programme and of the immediate Strategic Objective:

The Mission of the WHO Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization):

Reporting to the WHE Lead under the overall guidance of the Head of WHO’s Country Office the incumbent acts as an advisor to the WHO emergency team on Planning & Performance Management activities.
The incumbent will work closely with the other members of the WHE team and the technical leads, at the three levels of the organization, to coordinate the strategic and operational planning for emergency preparedness, response and recovery activities.
S/he ensures that planning is based on accurate data and that the expected results with the associated inputs (competencies and financial resources) are clearly defined and tracked.
S/he will have the front line responsibility for promoting effective performance management strategy throughout the full cycle of the emergency.
The present position under WHE (which is a single programme across the Organization) may be relocated to another duty station, including at Regional or Country level, based upon the technical needs of the Programme.
Summary of Assigned Duties

Coordinate a systematic collection of information pertaining to the joint operations plans (4Ws), from relevant WHO offices and key operational partners, to generate a consolidated overview of needs and requirements.
Co-develop, with relevant internal WHO teams and key operational partners, the strategic response framework and joint operations plan (4Ws) to outline the response strategies to the emergency incident.
Design and/or adapt a system to analyse and document, WHO performance in line with the ERF and based on the WHO emergency response framework, ensure the implementation of remedial actions for the implementation of effective health interventions for emergency response.
Oversee the development of WHO’s emergency workplans and associated budgets outlining the required response activities and resources (staffing, equipment).
Undertake regular planning reviews, with HQ teams and the relevant regional office when necessary, to provide periodic estimates and forecasts on response requirements based on technical needs.
In close coordination with the Resource Mobilization Officer and Budget and Finance Officer, actively participate in internal and external communication activities and support resource mobilization efforts through providing overall analyses of needs and technical contributions to the development of project proposals and identifying budget needs.
Oversee the monitoring of the implementation of WHO’s projects and grants, ensuring that implementation, expenditure and reporting are consistent with plans and projects. Analyse risks for implementation and bring them to the attention of the responsible officers.
Verify results-oriented formulations and brief technical leads on proper submissions that culminate in approved operational work plans, and their subsequent programmatic monitoring, evaluation and reporting.
Determine the data information elements that are required internally and externally to support the health sector/cluster coordination and decision-making, design standardized methods of capturing and consolidating evidence based health interventions and document lessons learnt, best practices and trend analyses for promoting accountability, responsiveness and transparency.
Oversee the data collection and analysis to monitor progress against plans according to established key performance indicators. Prepare background documents, concept papers, situation analysis, develop monthly technical reports assessing the implementation of related programmes.
Perform any other related duties, as required by the functional supervisor.

Experience
Essential:

A minimum of seven years of relevant experience, at the national and international levels, in strategic and operational planning, monitoring of technical and financial implementation and , performance management of technical programmes and related operations, in a public health or humanitarian international context.
Demonstrated experience in coordinating with and reporting on the work of diverse teams and financial resources at international level.
Desirable:

Experience working in WHO, the UN and/or international organization, health cluster partners and recognized humanitarian organizations including at the regional/country level. Experience in change management and organizational development.
Use of Language Skills:

Expert knowledge of English or French with and Intermediate knowledge of either of the two as second. Working knowledge of another WHO official language would be an asset.
Other Skills (e.g. IT):

Ability to propose innovative approaches and solutions to challenging situations.
Excellent knowledge of Microsoft Office applications and automated planning tools.

Remuneration

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
